The reason there are extra Pikachus and Mews is so that they can fit into even columns and rows. 151 is a prime number, so they can’t get that into a nice square set. But by adding the copies, they get to 156, which fits 12 columns and 13 rows. Sorry for being a nerd, but then, it is Pokemon.
Meebee, you have not a damn clue what you’re talking about. They’re not evolutions. Pikachu has a pre-evolution in Pichu (not featured as it is not one of the Generation I Pokémon) and an evolution in Raichu, shown here. They’re just extra pictures of Pikachu.
